Power steering problem

I have read thru all the threads about power steering problems and tried all the tricks and it's still here.

The problem is there is a very loud whine when the car is running. The whine goes away when I took the serpentine belt off the car and started it. I replaced the power steering pump, the belt, tensioner, and the ac compressor. The noise is still there. I fluid the system with 2 quarts of power steering fluid. Refilled and bleed the system and the noise is still there. We thought maybe it's a bad pump so I took the pump off my car which I know is good and it's still there. Car steers fine. turn the wheel nice and easy.

I also took white lithium grease and sprayed all the pulleys minus the water pump and the alternator.

I took the belt off and made a belt out of zip ties (I know but it worked lol) I wriped it around the crank pulley and then all the pulleys one at a time to rule each one out and non of them made noise but as soon as I put the belt back on the noise is still there.

Anyone have any ideas?

You replaced the pump with what: a new one, a used one, a reman one, a junked one? Anyway, if replaced with a known good one then the only thing that remains is the rack.

BTW, don't put grease on pulleys unless you follow that by degreasing the pulleys and replacing the belt.

If the belt is too tight it can cause a whine ... ask me how I know

I had a strange tension issue on the brkt.
