Fuel pump / hotside swap would not have been legal those years either

+1 for cams.
Suspension and tires are going to be infinitely more useful for autocross than power. I have been building my Evo for SM (though I have not been autocrossing in a long time!), and spent 400% more money on suspension, drivetrain, and tires than power. Of course a proper tune is critical. I personally also consider a bucket seat and harness a necessity though I'm sure others will disagree, I find the connection/feedback with the vehicle and minimizing your body movement priceless. The weight savings is also great.
