2.4LR FP Black vs 6266 vs ?
The real thing that should be discussed is how reliable the 2 turbos are at high lvls of boost and power. From what I have seen the black is a beast for a few months maybe a year on 33+ PSI. Sock frame turbos are awesome turbos but they are hybrids that have many parts fitted together and when you start making high hp theses things seem to not like this much on a daily basis. Garrett/PTE t3 turbo are made to flow high PSI and make big numbers on a more long term scale. My FP black failed at high boost lvls and so did a lot of my friends. I love the turbo but for the money and the wait time they suck u can almost get 2 PTE 6262 turbo. So think long term and growing room with the turbo selection and if you can just get a Garrett turbo. I just picked up a 6266 because of the deal I was able to get on it but for the most part I'm a garret guy all the way.
Since you are including a non-stock frame turbo you need to remember that means an aftermarket exhaust manifold. For your goals my suggestion would be a HTA3076. BR did some testing a while back and this turbo rocked. Would meet all of your goals.

Thanks for all the input. Its clear that i can acomplish my goals with the black. The concern is when the bug bites wanting more power.
So im inclining towards a t3 or t4 divided. When i go to t3 then the 6262 is a good option, the only thing is the 6266 spools almost the same and its never ending power on top.
What if anything else comes close to power per dolar on the pte turbos? Thats why im only looking at the 6266 and maybe 6262

if you don't autox (or want a car that performs like one), I say go with a t3/t4 setup. I mean, you do a black, you are at the limit of stock frame setups, no room to grow without completely changing the setup over to a t3/t4. With that said, I have no issue autox'ing an FP black, and I don't think a 62xx can do that. Black will also be more consistent with a less experienced driver, because minor mistakes won't ruin the run, the transient response is insane.
Or keep it simple- because a black will just bolt up to your manifold...
Also, like someone else alluded to, a 2.4 will really spin an FP Black at 35psi drag racing. If it's normal street driving, and drag racing regularly, you will get more from the t3/t4. You know often I use more than 250hp on the street? basically never.

I'll buy a black then realize i want more power and end up buying a ets twin scroll kit.
6266 in 1.15 with a 2.4 should be badass!
