bad timing belt tensioner?

bad timing belt tensioner?

looking at the timing belt tensioner today, my manual says you should be able to stick the 'granade' pin throught the hole into the rod of the tensioner when proper tension is applied... the problem is that my 'rod' part of the tensioner has spun about 90 degrees to the left, i can see it with a mirrior. my question is that rod supposed to spin inside the tensioner? thanks

It does turn. Once you relieve the pressure, it can be turned to realign the pin hole.

hmmm? its supposed to turn? the only question I have is if the manual says that to check proper tension the grenade pin should be able to go in and out easily, why would they make the 'rod' able to turn? makes no sense thanks guys
