2.3 to 2.4 oil filter housing leak, need help

Have a 4g64 block and evo 8 head. Modified water pump and all the other fun stuff.
Issue i am having is there is oil leaking out of the oil filter housing area, seems to be coming out of one of the upper bolt holes on the passenger side. Does anyone know if its because of the gasket being slitly askew? Maybe the bolt is too short? This isnt a drip drip knda leak, this is a gusher.

circled in yellow is where i think it is coming out of

I would seal all the bolts on the oil pump and filter housing.

I read somewhere that this gasket, (the one that mates the housing to the front casing) is a dry gasket and should use no sort of sealant. Just make sure your surfaces are clean before installing.
