Help!! 2.1 timing tensioner compressed all the way

I have a 4g64 with an evo8 head and we are trying to do the timing but when the belt goes on the tensioner is compressed all the way what would be the cause and how do I get it fixed

From what I read on someone else's 2.4 build is that you have to run all of the 4g64 timing setup.
