I recently swapped a new Evo 9 transmission into my Evo 8.

The car does not move with the clutch pressed in. It does shift gears properly at idle with the clutch in.

But the problem is the car will also move forward in neutral if the clutch is released.

Is there something in the linkage that needs to be changed or is the transmission bad?

I've never seen this happen. I've had it move no matter if the clutch is in or out due to the twin disk being installed improperly.
Help please

Read your post wrong. Doesn't sound like a clutch issue.

Update: we've tried it with the shift linkage unhooked and the trans in neutral. Still does it

Only thing that comes to mind now is since I brought the transmission used and it was dry, something inside is sticking due to friction

that sounds like a trans problem. try driving it t see if it loosens up. if not it needs to be opened up.
