vaccume problem,need help!

vaccume problem,need help!

ok guys so after a turbo failure, and repairing the turbo i noticed that when on idle, instead of going to 0 psi when you step on gas, its going to -60 psi.

at first when i used to press on gas it would go to 0 now its the otherway round, what could cause this? on idle without stepping on gas its 37 psi

maybe the mechanic installed a vaccume line incorrectly?
