Unhappy Cant make more then 500hp. Stumped-Help!

My friends evo 8 has a built 2.0 stock crank, Manley I-beam rods, Weisco pistons, CBRE ported head, GSC S2 cams/Kiggly be-hive springs, ported intake/TB/exhaust manifold. Turbo is an FP Black with a 25psi waste gate and o2 dump. It has a QTP 3” downpipe with exhaust cutout. FIC 2150cc injectors, double pumper w 2 255’s(both pumps kick on-verified), ETS intercooler pipes, 3.8” Slow Boy Racing FMIC, Grimmspeed 3 port EBCS. Fuel is e85.

He cannot make more than 500hp. At 38psi he is only making 502hp according to VD. He can not up the boost any more. Upping the WGDC will not affect it past 38lbs. He is running 16 degrees of timing up top and an AFR of 11.8-12.0 The car has been boost leak tested and holds good pressure up to 35lbs. The exhaust is about as free flowing as it gets. It dumps right after the downpipe with the cutout, plus a waste gate dump. The results are the same when we removed the air intake and just ran open turbo(this is on speed density). The plugs are new NGK Iridium gapped at .018. No misfires or hiccups at all. The vehicle has 170 compression across the board and less than 5% on a leakdown test. Does anyone have any idea what could be going on or what to look for next? All out of ideas here

Maybe its an issue with VD? Is there a local awd dyno you could run the car on?

It ran against mine which is makin more power and i pulled on him. The car feels like a 500hp car. This setup should be making more power or am I missing something?

His boost gauge has a recall function which is about 38 and his OMNI 4 bar logs it and it hit 38.3.

Yea we should def do a meet up. May post on the FB STLEVO page and see who would be interested.

All piping and intake manifold has been removed and checked. Timing was checked a couple months ago (I've been having this issue for a year now.) - the gears are adjustable but not adjusted.
OP says its Garrett core FMIC, you say it's a no name. Which one is it?

Might be time for an ETS 4" Intercooler.

Assuming the turbo is in good working order and nothing has gone through the wheels I would look at the intercooler.

If the intercooler is of a descent core, bigger than or of 600x300x76 with at least 2,5inch inlet/outlet and there are no inlet temperature issues, then the intercooler is not your problem. Yes a slightly bigger one will yield some more power but this is not what is causing the car to be of low power. I suspect there is a problem of valve float at such a degree that affects the V.E of the engine. I would also focus on the work done on the head.

put a pressure gauge or sensor at the inlet to the intercooler and measure the difference compared to the omni 4 bar.
