Is it safe to run 24psi with stock turbo?

I spiked 24.7 and my car lost power. I ran the ecu codes and It said overboost. I was relatively stock with a e01, intake and intercooler piping then.
So i dunno, ive never heard of anyoen haveing the same expierence with me... i thought i blew my motor when it happened
