For what it’s worth, my Evo got plagued with this notorious issue. My car has just shy of 32k miles and I did the zip tie trick but the issue was still hit or miss. I just installed a relay as referenced in the other thread linked above and now my car starts every time. The issue is definitely annoying and I hated not being able to count on my car to start; definitely worth doing the relay install.
