Two ways. Anti-lag (buy far the best way hehe), get a decent ECU and only kill the spark on overrun. The second is to mount a spark plug near the tailpipe. Huck up a small coil pack and run it to a switch connected to your battery. Now when you flick the switch the rich exhaust gasses hit the constantly firing spark plug and BANG, you have flames.

This is a BAD idea. This sounds like an explosion waiting to happen. You need something to eliminate the fuel line from the combustion.

A safer set up woul be to add a fuel injector in the exhaust for the fuel delivery. The fuel injector helps seperate/regulate the fuel better than a fuel pump.

Back in the 50's when this was popular, plenty of accidents/explosions related to flamer throwers.

Be sure and add the ambulance and fire man to your EVO video.

Good Luck!
