ECU pulls timing when RICH??

I know that the ECU will pull timing when too lean of a condition but does it also do the same if condition is rich??

It will not pull timing because of a rich condition. I am not possitive about this: but i think the ecu will add fuel and pull timing when a knock event takes place. I know the motronic ecus do this, but i am not sure about the evo.

When the ECU detects knock, it will pull timing.

The reason for this question is because right now my car is so pig rich my UEGO gauge won't even read it. it is probably around 8 or 9 something to 1...........So my car doesn't run.........Even at full boost, my car chokes...........

It sounds like you may have a major boost leak then. Check all couplings and makes sure no pipes have popped off. How does the car run?....it should studder and barely move if its that rich.

edit: also what sort of fuel management are you running?

I am pretty sure I ain't got a boost leak as I checked everywhere. I am also not using the stock ****ty couplings that pops off. I currently don't have a fuel management system but will be getting my re-flash soon. I had a flash done months back and my car had only a catback on. Now I have whole 3" turboback, intake, boost controller, 02 housing, 264/264, crank pulley, UR intercooler piping, and a high flow cat. I am thinking all those mods after the flash is causing the lean conditions as any mods will throw off air/fuel ratio.

Not really. Although excessive fueling can induce misfire which can often result in spark retard.
