Turbo Fluttering?

Stock setup with the exception of xflash, it seems that my turbo sounds like its fluttering. It seems more noticeable to me when on the freeway and downshifting to 4th...the turbo starts to spool and starts to sound like it's fluttering. I'll try to explain the sound as when you make a high pitched sound like you're trying to scare a cat, and then moving your bottom lip up and down so that it fluctuates in frequency. Is this indicitive of turbo flutter? And if it is, what's causing this?

But wouldn't you describe that sound as "fluttering"? I guess what I really want to know, is am I losing power and what would fix it.

Are you sure it's not just your BOV venting built up pressure...which is quite normal?? If you're spooling, it will do this as it levels off or if you leave off the gas...more noticeable with an open intake (K&N, HKS, etc)

Have you ever removed the intake ram air? Once removed, if you don't get it back on good with NEW stock fasteners it will flex around partially blocking the intake air and then unblocking it resulting in a fluttering sound and crappy performance.
