I'm not sure when it is completely necessary, although I remember reading that Shiv at Vishnu found that the stock fuel pump could suffer from temporary pressure loss after repeated dyno runs on mildly modified Evos. Most of my research has indicated that it is good to do it early. I put one on just for peace of mind while running over 20 psi to redline. It's cheap and easy to install, so there doesn't seem to be much of a reason to not do it.

...as soon as you can afford a "tune" for it. Get it with a flash/management. Don't bother with the people who say you "need it at..." this horsepower level or that. Just get it and be safe. What is $100 worth to you? Peace of mind?

Not much more you can say....its a piece of mind thing. In my opinion, you should be fine with the stocker with the kinds of mods that you have considering that all of your mods are extremely "mild". If you plan on upgrading the turbo or something like that then its a no brainer, but you have pretty mild mods right now so I think you should be fine.
