i would go for the Mr but its really expansive im getting my evo used and as a gift...well im paying half of it. eventually ill get the IX but im happy for now. My first mods:

it already has an intake and a few cometics im lking the look of that vortex thing its a cool affect!!

It might be moot, but its an extra tuning parameter where even if you get an intake, you're still running the 'same' MAF sensor. On this point, I'd replace the turbo intake housing that's the piece of tubing from the output of the MAF to the input of the turbo.
2.) where is the "cold" air directed from? 9/10 'intaked' cars don't have the ducting necessary to really get a "cold" charge. 9/10 don't build a 'box' around the filter to keep engine bay heat out. On the ralleye EVOs .. they duct from the opening in the left front of the fender. On the stock airbox, they duct from just under the pressure point on the hood. How's the HKS going to be better?

From what I've read the HKS RS kit messes with the MAF sensor big time. It's a very good mod if you intend to get a custom tune (e.g. "Dynoflash" Al can extract an additional 10-15 whp from this kit and highly recommends it). If you bolt it straight on without a tune you may be doing more harm than good. Plus, the stock airbox (+ high-flow filter) is supposedly good for 400 hp, or so.
get the K&N/aem one from roadraceengineering.com it has the wall around it and im sorry but there is no way im getting that stock air box in there longer than I have to.
and if your buying a new evo dont spend the money on the MR. The only positive out of it is the blisten's and im SURE you can find those for a decent price somewhere.

The MR also has a 6-speed, which is a HUGE upgrade, the VG, and the aluminum roof/side door beams, which provide improved cornering (lower center of gravity). Lastly, the BBS rims are nicer and are lighter, which reduces unsprung weight (easier to launch).
