In Hong Kong they are. I know a guy who owns a evo 6 TME with a crazy alarm system, wheel lock, pedal lock, shifter lock and immobilizer because he was so scared somebody would steal it...

It's on the car thief most wanted list along with SUVs, STis and Integras...
