I was referring to tightening the top screw on the blow off valve that adjust the internal spring pressure of the valve.

Yeah me too.. So would it be best to just have it tightened normally without tightening it extra? Or loosen it a lil? And what does it suppose to sound like? Like a TH-TH-TH-TH sound??

Setting the spring tension is a trial and error process. However it should be a smooth release with very little if any fluttering or the "TH-TH-TH". Another way to tell if its to tight is that the car will buck at low PSI throttle release and that noise will be made.
If its to loose you wont be able to hit peak boost level.
