Is downpipe causing rpm float?

I was told that a 3" downpipe would cause RPM float. Is this true, because I have one sand I have RPM float.

When you get high up in the RPMs, but not redline and you let off the gas and press in the clutch to change gears and while the clutch is in the rpms continue to climb about another 500-1000 rpms.

Are you talking about your idle stumbling? If so, I think the intake may be the problem if you weren't tuned for it.

*Edit: Nevermind.*

I have a 3" downpipe, and have never experienced that. Don't know what it could be.
