In CT. it is required to go through Emmissions when purchasing an Out Of State car.
As far as the dealer being fined for Knowingly selling you a car that had no cat, quite
possibly they did not know. The only one who may have known was the Tech that performed the "saftey inspection".The only thing that will most likely happen is you will have to bring vehicle back to Selling Dealer and They will buy and Install a Cat converter that will work on your car, thats about it.Do yourself a favor and go to selling Dealer and ask for a Copy of the Original "saftey inspection" and see if it says you had a Cat Converter or not,and if it says that It did not, well then that is another thing and they DID in Fact Knowingly sell you a car with no cat, which will cause them some problems.Hope everything works out for you.

I bought my 2003 Evo in PA (used). The only inspection they did was a VIN check. It didn't need emissions testing. CT only does emissions testing via plug in to the OBD 2 port for the newer cars, they may or may not do a visual for the cat. So as long as your car is running without any CEL's I wouldn't worry so much.

That's not the point though..The thing is... I asked before I drove down if it had a cat, they said yes. The second thing: they dont even have a garage or a lift!! Also, they said it was inspected. They didn't even inspect it, they assumed the car was in good shape because it had an inspection sticker on it from God knows when.

So im stuck to have to buy a cat prolly, a transfer case, tranni, etc.. depending on what happens from here or what kinda deal we work out. At this point, I want them to take the car back, and they refuse to!
