3k worth of mods, what to do?

This has been extremely helpful, and I will most likely be dropping 3k (not 2k)... Safety and reliability are probably my two biggest concerns when modding the evo.
So basically I want to walk into AMS and say heres 3k here is my list of mods, go to work... THANKS SO MUCH EVERYONE

[Well, no cams and no alky plus an intake will put you about 60whp and 80wtq lower than this list, so keep that in mind.]
I know but I can't afford cams right now and I don't like the idea of alky. I mean it works great but is impractical for a daily driver. Plus I put it up there w/ nitrous which is kind of cheating in my book, but that's just me. I do plan on getting cams next winter along with new head studs, new FMIC and hard pipes, battery kit, and possibly the BR 20G or GT30R or something a bit bigger than the stock 16G but still very streetable.

Why is it not practical for a daily driver? I use it on mine? It's also not anywhere near being like N20. N20 immdiately gives you a huge shot of power on its own. Alky injection doesn't do ANYTHING...in fact, it kills your power if you don't retune and raise boost. Alky is just a way to run higher boost as if on race gas on a daily basis, instead of having to buy race gas everytime you fill up. I don't think you know much about alky, which is why you're averse to it.
Plus, if you're going to run a 20g or larger, you will definitely want alky. Relying on pump gas will be a waste. In the end, it's what you are comfortable with, but you'll be way behind the power curve (no pun intended) without it...

I know what it does. I didnt say that it is LIKE NO2, I just said I put it in the same category as it because it seems impractical to me to use it on a daily driver. Just like race gas would be impractical on a daily driver. If I hit the drag strip every weekend or something then I would run a large turbo and alcohol injection, but I am just looking for descent power for a car I can drive to work every day. I'm not building a monster here. But as far as not knowing about alcohol injection, I do. Myself and two other freinds designed and built a water alcochol injection kit for my freinds 300ZX TT so that he could run high boost. In addition to just building it, we had to do all of the thermodynamic calculations and what not so that we could use it as a college project my senior year as a mechanical engineer.
That's what sucks about these forums sometimes, it is hard to explain what you mean. I completely agree that alky is better than having to use racegas and it is a great way to safely run high boost without detination, but for me it just seems a bit much. I mean, when you mod so much you kind of lose the practicality of owning a four-door, awd, I4 car. It I wanted an 800 hp monster, I wouldnt do it w/ my EVO. But it is a great platform for a "really quick" daily driver and still has the practicality of four door and a trunk. Basically alcohol injection just isnt for me at this point, but all of your other suggestions, inluding the cams, are exactly for me. I just cant afford the cams right now.
Ok, well you keep saying you want a decently powerful car you can drive to work everyday, but I drive mine to work everyday, and it's not a problem. I refill my small 1-gallon tank once ever 2 weeks, and I don't even know it's there until I'm at full boost. It's hidden, non-intrusive, easy to fill, not costly, and allows me to be in full race mode 24/7. It is fine if you don't like it for whatever other reasons, but I don't think the "daily driver" reason is valid. It doesn't keep you from being a daily driver anymore than having to go to the gas station. In fact, for me, it's much easier to keep my tank full of alky than it is to get 93oct, since there is only 1 station in town with 93oct, and it's 10 miles away (20 miles round trip).

SMC Alky kit is $500.
The 100% denatured alcohol that I use is $12.77/gallon at Home Depot, and I use one can per 2 weeks. If you use 100% methanol, it's on ly about $3/gallon if you buy the 50-gallon drum for $150. It's way cheaper, but harder to source...I can just walk across the street to Home Depot for my alky, so I do that and pay more.

Definitely don't need cam gears, and even if he had them, he'd have to learn how and where to set the cam gears for whatever his preference is. Possible, but not necessary, and the price still fits within the 3k ceiling on my list. So, if he only really has 2k (big difference from 3k, which is 50% more money), or needs 500+ for installation, then he can lop of mods starting from the bottom and moving up, imo (not including the flash, obviously).

Again, I'm basing my comments about cam-gears on my own experiences. With my HKS 280s a simple change from 0/0 to +2/0 netted an increase of 20wtq/17whp and 200 rpm earlier spoolup. There's really no need to learn much of anything, other than to read up on the various findings by Ted B and Silver Surfer. Even better, make a list of the common cam gear settings and then pay AMS an extra hour of dyno time and have them adjust the cam gear settings between pulls. That way you know exactly what kind of effect each setting has on your car and all that is left to do is to check the idle stability (turn AC and HIDs on).

Maybe that happened with 280s due to them being so extreme for the stock turbo, but 264s and 272s (and hybrids thereof) don't need cam gears whatsoever. Straight 272s can make some extra power with -4/-1, but at a cost down low from what I've seen on the dyno in person. It does give one helluva high trap speed, but power down low was lacking.
Man that sucks you guys have to deal with crappy gas. I can get 93 everywhere and even 94 at Sunoco in a handful of places. I will probably go with a 93 octane flash though just so I don't have to rely soley on Sunoco. Especially when I drive out of town. As for the alky, well I will have to agree with you that it doesn't seem like that big of a deal to keep the tank full. What kind of boost can you run daily on that? Do you have to do any internal modifications to safely run that high of boost. I would assume you need head studs at least, although those probably arent a bad idea anyway when running over stock boost. But I would assume you must upgrad when running higher boost around 25psi+. Please correct me if I'm wrong.
I run 26.xxpsi daily (3rd gear) all the time bar none. I do turn it down a few psi on the road course just for a larger safety margin, but it still ripped ***. I do recommend head studs when running 25+psi, but most people who have alky also have cams, so they have already installed them or at least had a great chance to install them.
