timing mark on block or cover?

timing mark on block or cover?

I recently installed my hks 272 cams and when i hit 3000 to 4000 rpm i get a small vibration. thought about it and thought about it and i think i got it!!! when i checked my timing on the cover before i started it was 3 degrees BTDC, but when i put it back together i didnt go by that i went by the timing mark on the engine block to the crank (the mark under the timing pulley) cuz i changed my timing belt.... so my question is, did i set my timing to TDC and not 3 degrees BTDC? and if that is the case that means my crank is off one tooth, which then means that my balance shaft is off one tooth, and that could be my vibration. Right???

The balance shaft being off/out of phase is my first guess.
