No, that's not how it works. You don't understand what "leaking" means. This doesn't mean that at 13psi all boost ceases. It means that at 13psi, the valve begins to open, which leaks out SOME boost, thus requiring the turbo to work harder to maintain the prescribed boost levels. Just like anyone with a boost leak anywhere in the boost system, the turbo has to work harder to maintain the boost, and you wouldn't even know the difference, since your boost gauge would still read normal while the turbo is blowing hot air just trying to keep up.

On much larger leaks, you can notice symptoms such as large boost drops or whistling noises, but on a small one like when the BOV begins to open, you wouldn't know the difference.
