No This only Happens When Under boost.. With out Boost it Sounds Fine... Dose anyone know what it can be?
Well, I would assume if it only happens under boost then start listen from your turbo straight to your intake with the method I explained earlier. As someone said, it maybe the sound of a dieing turbo, even though I've never heard one personally.
Take off your intake and check for play on the compressor\impeller shaft.

I think you should do a pressure leak test. I had a similar noise and thought something was wrong with my turbo. Turned out I had a boost leak from when I installed my FMIC. When it started to boost up, it made a strange sound (turned out to be the leak). If you do not want to do a leak test, tighten your clamps.

late edit: since you have an aftermarket air filter, it's easy enough to check, pull your intake piping to the turbo inlet and look for rub marks between the compressor wheel and the compressor housing. It's the infamous "deathwhine" that you are hearing.
