Cold weather would cause higher boost overall starting with the initial spike, but it would not cause boost creep, which is the rising of boost as RPMs increase AFTER hitting full boost (3500-4000rpm).

Whoa!! You are creeping to 26-28psi WITH THE STOCK BOOST SYSTEM, too? WTf? I have definitely n ever heard of that happening - I dont' even see how it's possible, because the ECU regulates boost based on the restrictor pills in the hoses. It can't just randomly shoot up to 28psi with those pills in there. It can go up a little due to the lessened backpressure after installing the TBE, but 22-24psi on the spike maybe...not a 26-28psi creep. Very strange...

I don't personally see how the intake can cause a big boost creep problem when it's not in the boost system. We mention the o2, because it has happened on occasion where people installed an o2 housing and experienced boost creep. There are a number of threads on it, but it's not normal either.

Good to know. Didn't actually know there was a difference.

Hence my concern

Trying to figure it out as we speak. I think I'll learn more tonight once I get the flash and upload it. If that corrects the issue then it was just in the system not feeling the love with the stock ECU. Hoping that's it. Going to try my stock airbox in the meantime.

Any other ideas?

Installing the O2 housing did the wastegate arm somehow get bumped, bent, or adjusted?

No...hooked up the air compressor to the wg and it appears to function perfectly. going to next hook up the wg direct and just run whatever boost the wg is set to to ensure the inner flapper arm isn't being restricted by the ttp o2 housing.

The flash will have no bearing on boost with the MBC installed, because the BCS is no longer in the equation. It may make a difference with the stock boost system intact, but that wouldn't really make sense after you said you see the same behavior with and without the MBC.

The stock WG is not "set" to anything necessarily, but base wastegate pressure is 11-12psi. It's easy to mess up the WGA or WG arm when installing the o2. Just hooking up the compressor to the WG nipple isn't a way to figure out if it's working perfectly, fyi.

I don't want to sound stupid, but maybe your boost gauge is not right. 24 psi creep seems reasonable with those mods, as Warr pointed out. Have you pressure tested that gauge?

You have too much preload on the wga.. This samething happened to me after i installed the o2 housing.. Adjust the wga turn buckle and it should fix it
