Is it safe to open up 02 housing on the car?

Is it safe to open up 02 housing on the car?

Here is the deal. I need to open up my wastegate merge hole on my 02 housing, to fix this boost creep issue im having. I dont want to go through the hassle of pulling the 02 housing off. So im thinking about taking off the downpipe and grinding it out while its still on the car.
My buddy says its dangerous with the sparks it will throw and the fuel vapors. Is he BSing or is this really dangerous? thx

I don't think it's any more dangerous than me plasma cutting and welding the downpipe while its on the car. Shouldn't be any fuel vapors, don't throw any metal towards the turbine wheel.
