It pretty much says that you can recirc and dump at the same time. Has anyone run this bov? I want to know if it works cause it seems to me that all of the air that needs to be recirculated wouldn't since some of it would be dumped?

I use an APS twin vent with zero driveability issues. Most twin vent BOV's can be 100% recirc., 50/50, or anything inbetween. You will never be 100% VTA. As long as 50% or more air gets recirculated, you don't suffer the VTA drivability issues that many Evo's suffer.
VTA with the stock ECU is pointless, even 50/50 VTA is pointless. It's more or less novelty for people who want to hear their BOV. I got mine because a friend gave it to me free. I was looking for a IX BOV so I could turn up my boost, but why pass up a free APS BOV?
Anyway, I don't have any personal experience with the Forge, but most people like their Forge DV's, so it's a reputable company. But twin vent BOV's should not cause driveabitly issues just because they're twin vent. Hell, there are even DV's out there that cause issues...
Buy a cone filter and you'll hear your stock BOV plenty if that's all you want

I'm not sure if it work the same as the APS, but I'm assuming it does. Here is a GIF of the APS BOV.

The point of recirculation is you're throwing out air that the engine thinks it's still going to recieve. This just allows you to get the oh so cool "PSSH" sound with all the driveability that a DV has.

This product is currently only available for applications with 25mm/1 inch hose connections.
The Evo has 34mm hose connections.
We are already working on a few prototypes specifically for testing on an Evo.
On the VW applications which primarily use the 25mm connections, we intentionally limited the atmospheric discharge port size to a level that does not cause any issues with the engine management whatsoever. We'll be working on testing various different discharge port sizes to accomplish the same thing on the other versions of this valve.

Supposedly it helps the stumbling stalling issues that some of the MAF cars have. It looks like it would help but there is still unmetered air being let off.
