questions about boost. Please look at my log

I have the car tuned for 31 lbs of boost. I realize I'm only hitting a maximum of 29.282 lbs of boost at 23.86 seconds on this log at 43 degrees outside temperature. BUT it only peaks at that boost level then quickly goes down to around 27 . my question to ya'll is are you supposed to set your boost by the Peak or by what your car consistantly holds???

I realize I'm obviously not at 31 lbs of boost yet but I have it around this boost level so that I wont overboost if it gets cold outside. but the track day is coming up and I was just wondering if I should set my boost where it PEAKS at 31 lbs or holds consistant at 31 lbs???

I hate doing logs like these but I just want to set the boost to as perfect as it can be for the track.

Yes, generally if someone says they are running 25psi then that is the spike, not what it holds at.
