I think it is for the alarm that tells you your key is in the ignition or your lights are on

 

i think its so the midgets in the dash that switch the dash lights on and off can breathe

i just want to say, i have no clue what the hell it's for, but i know my turbo timer is mounted on it,

side note, if it was for climate control, then why the hell is it always 120° underneath the dash on the driver side?! someone figure that out while you're figuring out what the vent is for

 

I just bought an 08' Galant Ralliart that also has it and according to the owner's manual its what most people have been saying its for: climate control sensor for that car but for our EVOs' its just a sensorless climate control vent.
