Also I have another question, Since the evo 9 comes with the bilstein shocks they can take a bit of abuse,and the evo 8 shocks are not is it ok to use them with lowering springs from TEIN. Will it blow them ?
I dont want a massive drop just 1"in or so in the front and 1.5" in the rear

Swift or GTWorx lowering springs will be your best bet for the stock shocks. Second, you should probably get new shocks on a car with 60k miles anyway. Get the Bilstein HD shocks from tirerack.com or GTWorx.com, and get swift or GTWorx lowering springs for them and your set! These are great combos. Don't get tein.
