Headlights Out of Alignment?

Headlights Out of Alignment?
Driving at 65 mph at 3 am on I-15 feels as if I'm driving too fast for the headlights; they seem to be out of alignment as I distinctly remember being able to drive at least 70 mph on I-15 at 3 am less than 6 months ago.
Looking at the beam pattern, it looks as if the headlights have been "pushed" down & out (away from vehicle's front to rear center line) for some reason.
The manual leveling is at its highest setting and still works; lowering the lights using the leveling feature makes the problem worse.
Does anyone else have this issue? How did you resolve it?
Car is 2006 MR, has factory lights (HID project lowbeam, Halogen high beam).
And no, I'm not old - I'm not even 30 yet.

How do you know when the alignment is correct?
Trial & error at night?
How do you correct the horizontal alignment?
I don't want to be the idiot on the road blinding everyone else - I'm looking for some sort of objective way to restore their alignment to factory specifications.

there is a proper way to do it, I am not 100% but you need a wall (like the back of walmart) back up 25 feet and there is a certin height they should be from the ground there should be a how-to some where....
just park about ten or fifteen feet away from a wall and align them to be about level with the lights on the car then just drive around and adjuste them from there its way better at night of course
