I can't get the ds clip to even clip in

 

On the front of the car just below the corners of the headlights there are steel "rests",you just have to bend them up a little.That's where the bumper rests on.Look inside your front bumper in that area you will see sharp steel "hooks".

If you bend those rests up a little it should sit more flush.Also,make sure the small pins at the wheel wells where the bolts screw in are inserted at the holes.You actually have to pull the bumper back a little to make sure these pins enter the holes.
