evo 9 cranks but wont start
you can ground pin 1 of the obd2 connector to give diagnosis through cel flash sequences.
just for info, my cam position sensor produced all the signals it needed to correct according to the mitsu service manual, did everything the same as your car is doing... so i would look more at that.
ground pin 1, with ignition at "ON" so your dash lights up etc. If theres a CEL, it will flash in sequence. No CEL it will just keep flashing on/off conistently fairly fast.

For me it was my camshaft position sensor.
Intermittent cel and code throw, test according to service manual and all results came back clear. Replaced it and not a problem in the last 7 months. According to Mitsubishi japan it's common for them to fail with age...
