Your best bet is to take your car to a shop that specializes in EVO's and get it checked out by a mechanic. You can post sounds/videos on here but without someone actually being there it's pretty hard to diagnose.

+1 to take it to a shop or at least get it on a lift. Hell, could be an exhaust shield or even a cat broken up if you have one.

The 9 has 2 lower support bars that run over the exhaust, not sure if the 8s do. Both rattled against my aftermarket exhaust around 2800-3200 rpms. Just took my second one off today. Plan on wrapping the exhaust soon.

jack the car up and have someone take a look while you rev the car up. Maybe some heat shield or possibly the down pipe touching the cross bar if you have one

The bars are there to provide more rigidity to the chassis. All you have to do is put a couple washers in between the bar and the frame.

Sounds like normal decel noise to me. Does the car have an aftermarket clutch/flywheel

its not supposed to be that hard. you could pull the starter and look at the pressure plate color possibly to get an idea.

To answer the last question does it rattle when your in neutral? If so then it can't be the tc and that's how i came to the conclusion it wasn't my tc
