What year is the evo? From my understandings (i think 05+) they added a feature to them. If you go heavy on the gas and then shift it stays at the rpm's for a lil before it drops back down. This is to burn any extra fuel. Any tuner can remove that feature but you need to tell them.
LOL Over reaction id say. Stupid question but did you mess with the idle screw on the throttle body. Try turning it clockwise (in). See what happens. Report back. I had a similar problem, it was like the revs lingered between shifts.

What is your idle RPM?
Is your TB stock and can you verify it is not leaking?
If you are sitting in neutral with AC/radio/headlights on and turn quickly, what do RPMs do?

my rpms sometimes when i start the car they raise up a lot!
not really because i try something today, if i rev the car above 4K regular driving not doing WOT they still hang
Make sure no lines are laying on the throttle cable/spring. I had that on mine. It wouldn't do it all the time, but that was the cause on mine. A simple visual inspection will tell you if any of the fuel lines are laying on it.
