Found an EVO for 6K but it has no title :/ 34k miles
I'd buy it in heartbeat. Regardless of the title. Just call your local DMV and make sure its not stolen and apply for a new title...

You should probably change all the fluids and clean out as much crap you can around the engine bay area as it looks like it hasn't been touched in a while. As for the carfax, you should probably run it yourself if you are serious about buying the car, as they are $35 each. Both of these things are going to cost you some money if you are serious about the vehicle, if not and you don't want to spend the money walk away now.

Guess you've never seen a carfax report. There can be lots of junk on it. So why get him all excited?
Carfax reports major things such as vehicle registration, title changes, major servicing, accidents, which states it has been registered in, number of owners, title etc.
It doesn't show minor things like oil changes lol.
I personally prefer carproof and find it is more in depth.

There is a process you can follow that will make the car a 2011. It's a re builder title. They allow it for kit-cars and the like.
But as others said. Best thing to do would be to track the VIN through a few states. There should be a vin on the car in about 15 places. (all panels, cowl, motor, trans, etc) And you'll want to track almost all of them. At least the big parts to ensure that you don't have a stolen chassis/motor/trans.

IF you look at the pics, the VIN #s on the tranny, engine and chasis match. I am having my friend check in NC DMV, I am going to check at SC DMV, and I am trying to score a free CARFAX.
If someone can run a CARFAX or something else for me I appreciated, HERE is the VIN # again;

I would be more concerned with flushing the fuel system than any other fluids at first. Although I haven't done this on an Evo, you should be able to disconnect the fuel line in the engine bay and run the pump until the tank is close to dry. I would then add a few gallons of fresh gas and flush until I felt the line was clear. Then I'd change the oil and start the car.
If the guy knows what's best for him he'll allow you to do this or better yet do it himself. It may cost you a little time and money, but if you're not ready to spend a couple grand then you should leave the car for someone who is.
