IX Headlights not at same height.

IX Headlights not at same height.
I know about the HID step, thats not the issue. Somehow, my passenger side HID projector is shooting lower than the drivers side. The dial is on 0 on the dash.
How in the hell do I raise up the passenger side HID projector so it's even with the drivers side. I know about the black dial thing on the back of the headlight, I turned it counter clockwise with a 10mm, and it clicked. Didn't seem to adjust it at all.
Can anyone help me out?

I did try using the 10mm socket, and it would click a couple times, It looks like I turned but I stripped a couple of the gears.

Only reason I asked is because there is a difference of level from drivers/pass height. the drivers is supposed to be lower than the pass to prevent the light of hitting on coming drivers. if the pass is lower than the drivers, than it deff just needs to be adjusted.
