Steering wheel, replace or get recovered
My wheel is like that too and I was planning on getting it wrapped in alcantara. Feels just like suade but will last a lot longer. Though I heard that it will tear you hands up if you constantly drive without gloves on...
...Though I wouldn't wrap the middle part of the wheel. Just the wheel itself.

You can do this yourself-- get a wheelskin--did it over xmas for the wifes car. All leather excellent piece 50.00 I think. Now you have to be the brave guy to cover it, stitch it on etc.. and It took about an hr, but results are better then stock and as nice a leather wheel as I have seen or purchased... Dont pay someone to do this crap--do it yourself, if you can lace a shoe you can make this happen. Griots garage I think has them-- if search doesn't work.

Here is another idea. Not a forever fix but certainly helpful.
I got rid of the roughness in my steering wheel.
