Well, did ya fix it OP?

 

New MIL.SPEC seals resolved the RPM spike issue.. I noticed my idle went up about 500rpms with the seals change though.. Not seeing a bind in the cable.. Idle is around 1100 and then drops to 900 when fan kicks in, back to 1100 when fan starts back up. it was tuned with the leaky seals.. Idle is sitting around 1000rpms now.. so not too far off.. I will get back out to the tuner as time permits.

Doubtful a BOV could ever cause this, as car's without ANY BOV don't magically keep revving once you let off.
