How did you come to the conclusion? Did the last owner told you that or you just guessing because the ebrake doesn't work well.
If the later was the case, the cable just need to be adjusted. Mine has been loose lately and can't stop the car from rolling back on the hill, had the cable tighten and works fine now.

If you rip apart the center console, it will give you access to the ebrake wire. You can adjust it there with some basic tools.

Just tighten cable. If its damaged or too stretched. Buy new cable. That's really it....

Found this in another thread.

Nope. I just got my evo 7 days ago. Just take off your rear wheels. And find that little black plug prolly on the caliper and tighten that screw. I'm tightening mine on Tuesday. That's my complete tune up day.

I just did a brake job on my evo and it didn't have the rubber plugs for the backing plate. It had the place for the cut out it just wasn't a hole there to adjust the parking brake.

Always adjust the cable first. If that doesnt work, then its time to change out the brake shoes for the ebrake.

Honestly, if the previous owner ripped the **** out of the parking brake constantly it is best to inspect the actual brake shoes and assembly of the drum brake components.

From the hand brake, there is a minor adjustment to aid with cable stretch. If you tighten this cable too tight, it will literally snap the threaded screw off the cable.... so dont do that, only tighten until the nut bottoms out.

If the minor adjustment is 100% tight, you need to look at the major adjustment at the parking brake. This is a star wheel that changes the clearance for the brake shoe to the drum of the disk. This adjustment is to aid with wearing of the brake shoes lining. This adjustment is very important, getting it wrong can lead to drag or self energization of the parking brake (lock).
Access to this adjustment on any parking brake is one of two places, from the back of the backing plate or from the front hat section of the brake disk there will be an access hole.

Often times, if there is no shoe wear and your minor adjustment is 100% tight, you need new cables

The service manual goes through this process.
