I would repair that before I would replace it. A good tin knocker will make that look lie new in a few minutes.

Well First I tested it with a magnet. So that narrowed it down, but try and google what buschur intercooler metal is used. 0 results

BTW im new to the turbo world as of Nov. This is my first turbo'd car. Are all intercoolers aluminum?

autozone rents a pipe undbender thing it expands and makes it round again. i work there and we use them to straighten exhaust pipes that are damaged in shipping

I hope you bought 6061 aluminium. If you bought anything else you are not going to have any luck welding it.
You need to tape off the inside when you cut it.
