AC compressor not kicking on/ wire cut

AC compressor not kicking on/ wire cut

so iv been trying to figure out why my AC doesnt work. i finaly realized my ac compressor wasnt kicking in. so, i started looking around the compressor area and found the signal wire from the engine harness to the compressor was not only disconnected, but the black plug was missing.

this thread is almost exactly what happened to me. red wire w/ white stripe, and black wire w/ yellow stripe are just hanging out.

so i get that the red wire goes to the power steering pump pressure switch, and the black/yellow wire goes to the ac compressor. but, my question is.. i put a volt meter to the black/yellow wire without the ac button on the hvac control panel disengaged and it read 0.00v. THEN i also tested it with the AC button engaged, also 0.00v. so, if i connect that black/yellow wire to the compressor, how will it engage the ac compressor with no volts when the ac button is engaged?

just a side note. i checked the ac relay in the engine bay fuse box and the arrow on the relay was facing the wrong way (to the right) so i switched it back to the proper direction (to the left) and tested the wire again. still 0.00v
