Turbo Back Exhaust
E85
ACT Clutch (or Exedy stage 2 if you can afford it)
Walbro 255 Pump
Hallman Manual Boost controller
Dual Tune on 91 Pump - 21PSI and E85 - 28PSI
1000cc injectors
Fuel Rail
Aftermarket recirculating BOV
Air Intake

That will put you at ~400whp/tq, and cost less than 3K you can get a decent price. Oh, and be totally reliable.
Is a fuel rail necessary? I thought they could handle plenty flow at 400HP levels on e85.

You are correct, an aftermarket fuel rail is highly unnecessary

I'm still a few months out from purchasing. Finishing up my last semester at college in December, and plan to purchase after xmas.

This is true. Got my Evo from the dealership and while I was riding shotgun (after telling him I'm pretty set on getting it) he gets on it on the back roads and said "This is the last time I'll see this car so I wanted to do this for the last time".

And about the clutch, it really all depends on how you drive it. I burnt a clutch that only had maybe 200 miles on it because I was learning how to launch the car. Bought an Exedy OEM replacement and it lasted to 30k when I decided I wanted more power and removed the motor. Even then, it would still hold strong at 30k and there was no sign of slippage.

Honestly though any car can be beaten on. Dealership or private sale.

And I won't be launching the car... ever. I'll probably upgrade the clutch anyway for peace of mind though.

If you aren't launching the car and are staying on stock turbo, don't change the clutch just for ****s'n'giggles. That said, do keep some funds aside for when/if it does eventually need replacing.

Yeah I've pretty much narrowed it down to a 3" TB exhaust, mbc, LICP, 255lph Walbro, and a tune.

The rest of the stuff I'm going to focus on will be suspension, maintenance (first and foremost), SS brake line/clutch cable, and the shifter bushings.
