Your cams are to blame. Everything is normal.

No offense but dont take one persons word,
you wouldnt go to one mechanic you've never met
for automotive advice on your evo.

Whens the last time you did a boost leak test?
Have you always had those vacuum readings?
Have you done maintenance on your car recently, taken
off hoses, maf, air intake etc?

If you had a boost leak,
think about it, the pressure would be going back to equilibrium if there was a leak,
correct me if I'm wrong. Get a water bottle and spray around the engine bay and see
if you notice anything.

Vac sounds about right depending on idle rpm. lower rpm will read lower vacuum.

All good info above--check and report back. In the event all is well and nothing else comes up--there are some options. Do you have cam gears and how did you determine the vacuum was low? ( its sounds low-- but what was the comparison that cause you to ask the question?)

yes, the lopes of the cams and the raised idle needed to run them reduces the vaccuum at idle significantly and it's completely normal
