What pipe is this? Picture
One of two things:
1. Guy put a vta his valve on and plugged the inlet on the Uicp that the stock dv fed into
2. Guy went lazy mode and there's now an enormous boost leak.

Its a stock upper intercooler pipe, the guy welded a HKS bov to it. The flange you see there is stock (there is a rubber coupler that attaches to that flange to the intake-Google a stock evo 8 uicp you will see what I mean). My advice is to get rid of the intake pipe to that turbo, the bov/uicp combo you have there asap. 1.) Get a Stock Evo 9 Diverter. 2.) Get a HKS intake in this stage of your evo.
Hks intake? What's wrong with the k&n intake? I'd rather keep the carb legal intake and save the cash to upgrade the uicp. What's a good uicp that will clear the stock battery and k&n intake?

Honestly if I were you I would pass on this evo. Just from the picture that gives me insight as to the kind of person who owned that car and I would steer clear. There are others out there so be patient and find one that isnt hacked up and ghetto rigged.

How a car is modified will clue you in on how the owner took care of it. Stupid sh_t like this would make you wonder about the other things this guy decided to do. Hope to god he didn't decide to repack the diff plates.
The K&N intake would be just fine. You don't really need to change out the intake (from stock) until you are getting past 300-350hp anyways.
