Whp on a built motor?

Just wanted to ask a general question will my friend hit over 400whp on:

Stage 4 fully ported race head with S3 gsc cams and all new titanium retainers and ported valves with+1 ferrea valve stems and titanium skunk 2 cam gears.

Stage 2 2.4L block with wiseco pistons: this short block is withstand over 750whp

Fully Ported intake manifold

3.5 inch intercooler

short intercooler pipings

3.5 trust exhaust

air intake upgrade

(on Stock 9 turbo and and Stock fuel components running on pump gas)

He is just trying to work the motor in before he puts in the 6466 front face turbo manifold . He really want hopes to make over 400whp. I think he can do it but this shop who is doing his and did my build also says he can't because of the stock turbo he has right now but when when he put in the 6466 all hell breaks loose

BUT WHAT YOU GUYS THINK WE HE BE OVER 400WHP WITH THIS BUILT MOTOR ON STOCK TURBO AND PUMP GAS?

so what is the ideal whp will he make?? ..damn this info will make him put on that 6466 and forget about working that motor in lol

He's running all that but neglected the fueling That's going to be his biggest downfall... I'd say low to mid 300's depending on the dyno

he has the fueling but didnt install it yet,

he has 2150cc injectors and high flow fuel rail with regulator but he does not have full blown double pumper but he needs time to get that. he spent 9000 on that motor alone and 4500 for the turbo kit. and almost 1200 on fuel components
I spent on mine almost 20,000

He just trying to see what will it make on stock turbo and fuel with that motor just to work it in..than he will go to c85 when it get around at least 5000 miles on that motor..iam just suprise that with that motor... everyone is saying he will be in the low 300whp wow that shocking turbo really make a difference huh

^ well just because it's built doesn't mean it'll go faster, ya know what I mean? It'll just be able to take abuse, which in this case would be given by a turbo. So the turbo ultimately decides what power you'll make. Obviously along with fuel etc.

Edit: btw I'm still learning. So don't take what I say as 100% facts

Injectors and a pump is all he really needed for the size of the turbo, and 400hp goal for it. I think he will make decent numbers, although boost and the turbo will be the deciding factor. THe 2.2L will make nice torque, and instant power, which makes for a fun street car. My 2.3L with HKS 7460 made 408hp/391tq at Krazy House Customs Mustang dyno at 25psi on 93 octane, pump gas. Stock fuel components other than the typical Walbro 255 and RC1000 injectors. Everyone knows the HKS doesn't make ungodly power by any means. I don't have a ported polish anything like your friend, nor those big cams. I think your friend will be close, and depends on how the tuner feels about turning up the boost.

The Displacement kills the little turbo. I have a fully built motor just like this. I made 355/420 on a mustang on 93 on a 8 w/10.5. The car makes it all at around 3500. Then it falls off of a cliff. I have every port job you can name...lol E85 May get you there but my tuner said why 400 when your about to got to a turbo where 400 will be nothing.

^ yeah true i told him dont worry about it once he puts in that turbo it does not matter he will be one of the elites on the streets. He just want to see though if that set up could at least get 400whp but from my understanding that is a no without C85... he will be using C85 instead of E85 fuel once that turbo is put in.
