MR sitting for over a year

I have some questions I'm hoping you guys can help me with. First of all this is not my car, It's my brothers but it's being stored at my house until he gets a garage. It hasn't been started in over a year and I'd like to get it running for him but I want to go about it the correct way. I'm not new to forced induction but I've always been on the SC side of it. Anyway here are the specs and current mods. Please excuse the typo's, I got this info over the phone.

2006 Mitsubishi EVO MR
Engine studs
High pressure waste gate
Valve spring retainer
232 Cosworth cams
Injectors done but forgot what pound
FP Red stock position turbo
02 dump, EVO Power Motorsports
Port, coat stock exh manifold
Perrin front mount
3" full IC piping
RFL blowoff valve (stuck at the moment)
Meth injection
Fadinza(sp) flywheel
Act 6 puck clutch?
CAI cone
Brass shifter bushings
Full 3.5" exh from 02 back
3" racing radiator, Koyo Aluminum
Shep Trans

Tune from Jester Tuning
Tune @ 27lbs 509.7 Hp at 6750 rpms
458.9 TQ at 5500 rpms

Tune @ 33lbs 633 hp
He lost 6th gear and then lost 5th, he parked it and let it sit in the hot florida sun and the carbon fiber hood and trunk lid need replaced. Now I have it and want to get it running for him. My big concerns include the old fuel and the blowoff valve is seriously stuck and what problems from this car sitting can I expect?

do you have the description of this said evo? what is it's VIN number by any chance? did you want to sell it?

Mustve been the 6speed built by shep... now they stopped making them

I would drain the fuel tank and refuel it. Oil change. Unhook the fuel pump and turn it over, let the starter turn it a few times and then fire it up

Not sure what you mean by description, it's kind of dark grey in color with BBS rims and lambo doors. it has regular seatbelts and then it has some that are built into the seat that connect to the rear. I can post some pics tomorrow if you need but it's not mine so I can't sell it.

Do these cars have an in tank fuel pump? Where should I unplug it from? Thanks.
Any ideas for the stuck BOV?

graphite gray is my favorite color of evo! don't know about the lambo doors though.

How do you know the bov is stuck.
I would change the oil ,tran ,tc rear diff fluid. start it let it run for 10 to 15 min and make sure that it has no leaks. check the tire pressure and as well make sure it does not have any flat spots. Also put fresh gas in it. before hitting any kind of boost.
