Stupid BOV flange measurement question

Ok, this is somewhat stupid but I find it odd. When Nissei moved from the US I bought one of their UICP to swap onto my vehicle, well when I was test fitting parts I noticed that the bov flange is slightly smaller in diameter than what is on the bov. After doing some searches I found that most people say the BOV flange for an evo 8/9 is 1.25inches which should be ~31.75 mm (though I have seen some that state 1 3/8). Measuring with a caliper the diameter of the outlet on the Nissie UICP is 32mm, but the BOV measures 35mm. So either folks are wrong and the correct measurement is 1 3/8 inches which would be 35mm, or my tools are measuring wrong. Does anyone have a correct measurement for the BOV?

The reducer I need is fairly cheap ($10 +s/h) but I don't want to order a 1.25 to 1.125 reducer when what I really need is a 1.375 to 1.25 reducer and then have a part that is completely useless.
