if i had 3k for a completely stock evo this is what i would do:

-TBE
-K&N panel filter
-Walbro 255
-Lower IC pipe
-1000+cc injectors
-turbo O2 housing upgrade
-some 272 cams if you have the money(well worth it)
-headstuds
-BOV if you have the plastic one(crush the 9 BOV or Synapse or COBB)
-E85 tune
*might be a little over 3k after everything if you dont do installs work yourself*

you will be in the higher 300's on a dynojet. 400 will not be achieved on that turbo. a FP green will do it on E85 no problem. If you want 400 on pump, you will probably get it on a FP red but it will require a IC upgrade to help temps stay lower imo.

if i had 3k i would get these

GSC s2 Cams/ Kelford 530$ ( i would not get it used but if your tight on money you can get one )
springs and retainers 360$+ ( i would not get it used)
Walbro 255 50$+ (i would not get it used)
1000+CC Injectors 350$+ ( i would not get it used)
Upper Lower FMIC piping 350+ ( Can Get it used don't have to be new)
FMIC ETS 3.5 or AMS 450$+ (you can get it used don't have to be new)
Turbo Back Exhaust (if you don't have it ) 1000$+ - depends on Brand
Tune 450$ + - depends on tunner
Plus Installation and stuff looking about 1000$+ -

with these you should be close to your goal with a tune if you had little extra cash i would throw a FP RED

Everyone suggesting to go to a Red or Green, you need to add in the price of a new downpipe ($600+) and a wastegate ($265+) since these are no longer direct plug and play.

He did say he wants to be "around" 400awhp, not that he has to have 400...I'd suggest stick with the bolt-ons others have mentioned and enjoy your car. Once you go route of changing turbos the can of worms is going to open, even on a mild turbo like a green or red.

By can of worms, I assume you're referring to the endless stream of cash flowing from you wallet into the turbo intake. I definitely agree with the thought. Some people know when to say when, but people, like us, that love cars (why else would you own an Evo) will almost undoubtedly not be able to do so. Stay with the stock turbo, at least for now, and focus on better engine breathing through a turbo back exhaust, intake, intercooler piping, intercooler, then some injectors, a manual boost controller, a Walboro or equivalent fuel pump, some higher lift/duration cams, O2 housing, an Evo 9 recirc valve or blow off valve of your choice, and a tune. You probably won't get to 400, but you'll get relatively close, and you will be impressed with how much power that little two liter can push. Besides, once you reach this power level, you may find other areas lacking that require more attention.
