Please help. Clutch not disengaging Evo 9.

Hello. I have a evo 9. I recently just installed an EXEDY twin disk. I did new clutch disks new pressure plate (clutch cover) new actmonolock new oem tob. The problem I'm having is the clutch isn't disengauging. It's every hard to put in gear but once I do with clutch pressed in wheels spin fast. And if I press the brakes while wheels are spinning the car dies (car is on a lift). And currently the pedal rod is maxed at high position. If I bring the pedal down can it resolve the problem? If anyone can help me out I'd appreciate it.

Have you bled the slave cylinder? Is it actuating when you depress the clutch pedal?

Yup check the slave cylinder and if that's all correct it sounds to me like the TOB isn't installed correctly
